Popover Buckaroo Beef Bake

2 lbs ground beef
2 Tablespoons margarine (optional)
½ cup onion, chopped
½ cup green pepper, chopped
½ cup celery, chopped
¾ teaspoon garlic salt
1-2 Tablespoons taco seasoning mix
1/8 teaspoon pepper
1 teaspoon salt
1 10oz pkg frozen mixed vegetables, thawed
1 cup dairy sour cream
1 cup Mozzarella cheese, shredded

Topping:
2 large eggs
1 cup milk
1 Tablespoon oil
1 cup flour
¼ teaspoon salt
1/3 cup grated Parmesan cheese
1 Tablespoon dried parsley

In a large skillet, brown ground beef with margarine, onion, green pepper and celery. Stir in garlic salt, taco seasoning mix, pepper and salt. Stir in vegetables and sour cream. Simmer 10 minutes, stirring occasionally. Spoon into a 9 X 12 baking pan and sprinkle with Mozzarella cheese.
Put in 400 degree oven while preparing topping.
Beat together all topping ingredients except Parmesan cheese and parsley. Beat until smooth.
Pour over meat mixture, covering filling completely. Sprinkle with Parmesan cheese and parsley.
Bake at 400 degrees for 30 minutes or until puffed and golden brown. Cut into squares to serve.
